Aevitas Mantle of Stars Does Not Replenish Hunger or Saturation

Bug Report
The Aevitas Attuned Mantle of Stars generates a green and dark blue particle effect around the player. The effect causes plants to grow and change. The mantle does nothing else.
Expected Behaviour
In accordance with the following wiki page https://ftb.gamepedia.com/Aevitas under the "Mantle of Stars" section, the Aevitas attuned mantle of stars should both replenish a player's hunger bars as well as heal and saturate the player. The mantle does none of this.
Possible Solution
Perhaps this setting was disabled?
Steps to Reproduce (for bugs)
- Craft and creatively spawn the Aevitas attuned mantle of stars.
- Equip the mantle into your chestpiece slot.
- Reduce hunger from full, and take player damage.
- Sit and wait. Neither bars refill.

Playing in 3.2.3 and still experiencing this as well.
The overall aoe probability is configured to 0.01 and this seems to be blocking any useful effects from happening.
Is this intentional?
Obviously it's been nerfed to the point of uselessness, it basically doesn't do anything. While I'd get it if it were nerfed to a still usable extent, it's been a problem of it straight up not working since 2018. Either gate-keep it until later levels, remove it entirely, or allow people to work hard for an early game source of food/health replenishment.
Since they're gonna let you unlock it at the time you can, I think it should be able to do what it says it does. To that end, I have a bit of a solution that should work for most games:
- Go to Local Disk (C:) > Users > [Your name] > AppData > Local > .ftba > Instances > [The file name of your current world] > config
- Scroll down past the folders to a file named "astralsorcery"
- Open it up in NotePad
- At the top, you'll see text of "Cape" and "Aevitas" below that. Here you're given a bunch of variables that have been altered to make the mantle basically nonfunctional
- The numbers next to "S:aevitasFeedChancePerCycle", "I:aevitasFoodLevelPerCycle", "S:aevitasFoodSaturationPerCycle" and "S:aevitasHealPerCycle" are the ones you'll want to change. I've changed mine to 0.1, 1, 0.1, and 0.5 respectively. Nothing too broken, as I'm in a hardcore world and still want a challenge, but you can set these values as high as you like.
- Close down sevtech, if it was running
- Save the notepad with your updated numbers
- Reopen sevtech and enjoy!
I think the issue has arisen because they've set the values below 0.1. So try not to set your numbers to anything below that. This is just an educated guess on my part, so if you find out one way or another let me know.
My girlfriend and I just noticed this same issue. We made her the mantle specifically for the saturation effect, but it doesn't appear to be working as of 3.1.2 hotfix
Any news on this? We just spent days trying to get to the point of crafting the mantle and it does absolutely nothing. What is the point of astral sorcery if this stuff is disabled?
Also, I am aware that #2371 exists and has been marked as "resolved". However, I am beyond 3.0.8 and this issue is still prevalent.
