My Server won't finish starting

Bug Report
if I try to start the server it will load for a little while then it will stop at the line

I have seen a solution for this issue, close other java programs or restart, and it doesn't work.

2.allow server to attempt to start

It's crashing because it can't bind to the port, are you running another Minecraft server on the same machine?
Here is the relevant section of the log:
