Leaving and returning causes AE2 ME cables to disconnect and become invisible

Bug Report
After adding some crafting automation to my ME network (a few mekanism machines with interfaces and export buses, inscribers with Integrated Logistics pipes, and a blob of matter assemblers and interfaces), I started getting a problem where after leaving the area (either going ~20 chunks away or going to another dimension), and returning, my ME network and several things nearby would be glitched out: smart cables and anything in their blocks invisible (export/import buses, ME terminals, cable anchors) and nonfunctional, some Immersive Engineering multiblocks would be duplicated (a 2x2 area would have one copy centered on each of the 4 blocks; for me, it happened to my Advanced Coke Oven and Industrial Squeezer, but not the also-nearby Arc Furnace or Crusher). Breaking the ME controller and replacing it reset the network back to the normal state but it would occur again if I left.
Some troubleshooting/workarounds I tried, to no effect:
- F3+a
- Adding a Weirding Gadget to keep the ME network chunks loaded
- Disconnecting branches of the ME system (even with all branches disconnected it still occurred, and actually made replacing the ME controller not fix the whole network until a cable was placed to cause a branch to connect to the controller)
- Removing the Immersive Engineering machines that got duplicated
- Save/load (this didn't even reliably restore the network as a one-time operation, breaking and replacing the controller was usually still needed)
- Restarting the game (same as save/load)
Broken state (after leaving and returning):
Fixed state (after replacing ME Controller):
Expected Behaviour
Leaving and returning should not disconnect/hide the ME cables or glitch Immersive Engineering structures.
Possible Solution
Not sure. Possibly an issue with AE2 itself (seems similar to AppliedEnergistics/Applied-Energistics-2#2183, but that's pretty old and the things blamed there don't appear to be present in Sevtech).
Steps to Reproduce (for bugs)
- Reach Age 5
- Create large ME Network (mine had a drive full of 64k cells, ~20 interfaces, ~50 crafting patterns, 5 matter assemblers, 5 export buses with crafting cards, 2 import buses with speed cards, a crafting terminal, and a pattern terminal). It may also need to span some range-- mine was contained within 3 chunks but extended some 40 blocks vertically (mostly a single cable up and down from the controller).
- Move far away, or to another dimension, and return.

I made a copy of the save but it is fairly large (400mb compressed), but I uploaded it to Google Drive. Or alternatively if you know how to carve out the relevant part of it and would like me to do so, let me know.
