Context

We would like to take our time in Age 4. AE is available, with all the tools to completely reconfigure storage in your base. Only issue is, if you begin doing this, you might notice your network turning on and off. The reason is due to the Energy Acceptor not being able to convert energy fast enough from the supplying network (see AppliedEnergistics/Applied-Energistics-2#3197).

The solution for this seems to be to add an energy cell to the network to deliver energy immediately, but the energy cells are not available in Age 4. According to Dutchs, this probably should be allowed.
