Blue dye powder cannot be crafted from dye essence

Expected Behaviour

I can craft using dye essence

Possible Solution

add a recipe

Steps to Reproduce (for bugs)

get to mystical agriculture
make dye seeds
don't make blue dye

This is the default behaviour of Mystical Agriculture, though this is likely because ordinarily Lapis is Blue Dye, which has its own crop.

You can't make the following from dye essence:

• Blue dye (lapis)
• White dye (bonemeal)
• Brown dye (cocao)
• Green dye (cactus)

As SevTech uses dye powders instead, we should probably add a recipe for all of these from dye essence.
