Bug Report
Most passive animals seem to be missing.

Expected Behaviour
Mob spawning should not vary by this degree between server and client.
Possible Solution
Don't use per chunk min count rules.

- Connect to server
- Run
/forge entity list
- Observe that no sheep/pigs/cows/chickens have spawned
