End dragon not creating portal / Biotite not appearing

Bug Description

When four players in a shared progress team and a further player entered the End Dimension for the first time, no ender biotite has generated. Killing the dragon did not create a portal to exist. Further investigation shows that there are no structures or ender biotite on the outer islands either.
