Bug Description

I have 3 fuelwood heaters placed next to a thermoelectric boiler with valid fuel sources in the fuelwood heater and its not heating up the thermoelectric boiler, I have also tried routing heat into the thermoelectric boiler with boiler valves and thermodynamic conductors and it still isn't heating up.

Did this behavior use to work in the previous version?

No it happened in the previous version so I decided to update to the most recent version and still no luck on the issue.

Steps to Reproduce (for bugs)

I am not sure how to reproduce since it started happening from the point I created the thermoelectric boiler multiblock structure.
