Server wont reboot after temp shutdown. (SevTech:Ages 1.12.2)

Bug Description
So I briefly stopped the server instance so I could update my physical server but now the server instance and its backups wont reboot unless I fully reset the server which means if that server instance goes down it wont reboot either.
Did this behavior use to work in the previous version?
This is the first version I've used for a server.

- Additional Content Installed: No
Server Information
- Java Version: SE 8 (for the instance. JDK 21 is native to the physical server)
- Operating System: Windows 10 Home (modified for server use)
- Hoster/Hosting Solution: My own physical servers
- Sponge (Non-Vanilla Forge) Server: MohistMC
- Memory Allocated: 30GB for the instance
