Bug Description

When trying to create a rgb block dimension using the dimension builder no progress is made and no power is drawn when the rgb block dimension tab is placed in the dimension builder.

Did this behavior used to work in the previous version?

Steps to Reproduce (for bugs)

1. A dimension tab is created with a cavern terrain dimlet and a block of RGB dye block dimlet
2. The newly created dimension tab is then placed in a dimension builder
3. The dimension builder then does nothing with the dimension tab

I don't know the mod very well but it seems like the maintenance cost is too high for the dimension builder as the dimension requires 69020 rf/tick but the dimension builder can only store 20k rf

How did you even make the rgb block dimlet im unable to get that far
