Random placement of blocks when shift clicking

Bug Description
When placing items in the world they will be randomly placed on multiple blocks in separate nearby chunks when shift clicking. Multiple of an item needs to be in inventory to place on correct block but this results in between 3-5 random placements to occur, the same issue occurs in both creative and survival modes.
Did this behavior used to work in the previous version?

Steps to Reproduce (for bugs)
This bug began occurring randomly but is consistent after first appearance.
The bug first appeared after breaking several item conduits and placing the new conduits and other blocks in the chunk they were housed in.
After resetting the chunk the bug persisted in that chunk and other chunks even after a server reboot

What inventory items and armor/curios do you have? I'm trying to replicate this and can't seem to get it working. Do you have anything like "reach" or "block reach" enchantments or charm items equipped? Does it persist on a reload?
Just had a look at my curios there, most/all the curios I had equipped were movement and damage modifiers and they had no effect on the issue even after removing my whole inventory. However, checking the curios did remind me that at one point I had equipped, used and unequipped the ring of loki which does have the intended effect of placing blocks in locations that have been shift clicked. My assumption is that the rings effects may not have been properly cleared when i removed it as the blocks placed are always the exact same distance from my player.
