Dedicated Server Crashing Upon Startup

Bug Description
I guess as it says in the logs, it suppresses some mods but why?
Did this behavior used to work in the previous version?

Steps to Reproduce (for bugs)
- I downloaded the dedicated server pack from curseforge.
- Configured the ram amount and all that.
- Ran the Install.bat
- Ran run.bat
- It loads up untill a point and then throws a fatal error, doesn't even prepare a crash report

Did you try running the server with defaults, just accepting the EULA?
What did you change besides upping the RAM from 4 to 9GB? 4GB should be fine for solo or a few people btw.
Looks like several errors on several mods not loading properly, if you haven't I would do a clean try, unzip the server zip in a clean folder and run the install, accept the EULA, then run.
Okay so I did clean installs and everything 3 times by now, the logs are the exact same each time.
But i did catch something I think. When I run the install.bat, it just says "downloading required jars" and finishes with saying "Press any key to continue..." similar to how my run.bat crashes.
I am not an expert or anything but I think the Install.bat is supposed to say "All done!" when finished, yet it doesn't. Could this be the issue?
