If someone can point me at the right config file so I can do a temp fix for myself, I'd really appreciate it!

Having a similar readability issue with tooltip colors, in particular the expanded details for Silent's Gear (hover, then hold ctrl+shift). Dark gray on a darker color is the most frequent problem, but there's others as well. Some examples below (I imagine expanded tooltips were overlooked, but if you do actually need a more comprehensive list, I can make one)

Dark gray on purple:

Green on light gray:

Magenta and light blue on white (easier to see here because of the zoom):

I've since figured out something that puzzled me: how a color can be readable at one spot in a tooltip but not another. It's the subtle background gradient. So that's something to take into account as well.
