[Bug]: Server crash on "Spawning structure for dimension minecraft:the_end"

- I can reproduce this issue consistently in single-player
- I can reproduce this issue consistently in multi-player
- I have searched for this issue previously and it was either (1) not previously reported, or (2) previously fixed and I am having the same problem.
- I am crashing and can provide my crash report(s)
- I am using the latest version of the modpack

Issue Description
On server loading it gets to the spawning structures. More specifically spawning structures in the end.
[Server thread/INFO] [co.bl.to.Topography/]: Spawning structure for dimension minecraft:the_end
Then it just stops doing anything, the cmd is responding. CPU usage is up to 1% and RAM usage about 6 GB

Can I have some more information regarding this?
- Where did you get the server files from? ATLauncher/CurseForge?
- Where is the server installed too? Desktop/Downloads?
If you are using your "Docs" folder and have a OneDrive setup; this will cause issues with OneDrive trying to sync files. Which will break the loading/saving process of the game. So, please ensure you are not using a directory that OneDrive is using to sync to the cloud.
I've tested the server files again from CurseForge which are working as intended in terms of generation. Along with setting up creators' server(s) today. So this appears to be a singular issue, which regarding any Windows issues has always been a OneDrive/Dropbox/GDrive etc...
Also make sure you are not opening anything from the world folder, or have an AV that is trying to scan the file(s). Anything touching the files will hold the process up. (As Windows locks the file from anything editing/changing it)
