When I want to trade with an Industrialist, he refuses to trade with me (he shakes his head like a normal Villager)

I tried several Villagers, and also tried using new forge Hammers, but every one of them doesnt work.

Pretty sure that is intended, since Industrialist ignores gating of steel and other things (and is somewhat op).
