If you apply the programmer art resource pack, it still uses the new fish texture. Same goes with the 1.12 wool, etc. Even though it's not technically programmer art, it was used along with progart textures at some point, and isn't inconsistent.

This is also because there was never a progart fish mob texture, and interpreting that would be more trouble than it's worth and not really have a clear equivalent.
