Cannot properly replace certain Blockstate jsons via Resourcepacks

There's two mods, EnderIO and IC2 that use blockstate files with the forge_marker set as 1, very weird and annoying behavior occurs. Below are behaviors when either this repo's resource pack is used or the resource pack download provided below are used. I would super greatly appreciate assistance from @tterrag1098 on this matter before we make this an Issue on the forge Repo.
Below resource pack download does not contain anything related to CTM. No words can express my current frustration currently at this current blockstate situation.
EnderIO SAG Mill still has the stupid machine frame and the rest of the machine has purple+black textures that's Z-fighting with the frame itself.
Industrial craft's Macerator doesn't even change at all.
