Mounts that aren't being ridden, potentially wild ones, are still affected.

Expected behavior
They aren't. Current idea is to check if they are saddled/have owners. Will make compat for mounts in the future more difficult. Current way Unconditional users will not be removed so adding is still easy if one doesn't care about this behaviour.
