[Chests Anywhere] overlay hidden when menu backgrounds enabled

If you enable this setting in the options:

Menu Backgrounds option

...the Chests Anywhere overlay is hidden behind the menu background:

Reported in the forums and on Nexus.

This is a SMAPI bug, fixed in the upcoming SMAPI 2.3.
