Expose SMAPI's PatchMode.Overlay to mods, so they can draw over existing sprites and have them show through any transparent pixels (e.g. useful for adding trim or tufts of grass, editing a small part like eye colour, etc).

Done in develop for the upcoming Content Patcher 1.2.
