[Content Patcher] 1.3 alpha: load conflict detection too eager

Content Patcher 1.3's new loader conflict detection no longer handles conditions. For example, one loader that only affects winter doesn't conflict with another that only affects summer, but Content Patcher 1.3 will mark them as conflicting.
