Create a mod that lets crops grow in any season.

Background

I've been maintaining All Crops All Seasons for quite a while. There are some changes in Stardew Valley 1.3 we can use to rewrite the mod, but it seems like the author probably won't be returning. Instead of rewriting that mod from scratch, create a new mod that uses a more robust implementation, addresses limitations (like sync issues in multiplayer), and addresses common requests (like the ability to configure seasons).

Done in develop for the upcoming Crops Anytime Anywhere 1.0.
