[Content Patcher] conditional horse sprite not propagated correctly

If a horse sprite is changed conditionally, the edits aren't propagated when the conditions match.
Repro steps:
- Add this save file and this content pack.
- View the horse in-game.
patch summary
shows the sprite is applied, but the horse still shows the default texture.
Fixed in the upcoming SMAPI 2.11 via Pathoschild/SMAPI@44402c8.
