[Chests Anywhere] Simplify chest navigation via hotkeys

To simplify chest navigation:

Make sure the PrevChest and NextChest hotkeys only navigate within the current category.
Add PrevCategory and NextCategory hotkeys (defaulting to the up and down keys).

Suggested via Nexus forums; see comment (2016-10-19) and bug (2016-10-20).
