[Data Layers] add support for Prismatic Tools scarecrows

The Prismatic Tools mod has an option to treat its prismatic sprinklers as scarecrows. If enabled, show its sprinklers in the scarecrow overlay.

Prismatic Tools doesn't expose that option through its API yet; I contacted the author on Discord to set that up.

Prismatic Tools added an API property in the latest version (see API code).
