Attempting to install SMAPI on Windows 10 via .bat fails to execute

Describe the bug
Was unsure to take it to community or if simply user error, lmk if I did something wrong or more info needed.
I was attempting to install SMAPI 3.7 via the Windows .bat file but it wasn't working.
It ran through the .bat (located my install folder, asked to install or uninstall, then proceeded to say it was completed) but it never actually changed anything in the folder.
I got it to work via a manual install (unzipped the data and moved it over) but thought that it was weird it wasn't actually doing anything.
I did the following to troubleshoot:
- deleted and re-downloaded from SMAPI.io, then from Nexus but neither worked.
- thought it was Windows Defender going bonkers (it kept flagging it as a Trojan) so let it through but no change.
- re-downloaded again from SMAPI.io, no change.
- restarted computer
- made sure Stardew Valley folder was editable (not read-only or anything like that)
- manually cleared out Stardew Valley folder (the .bat wouldn't clean up old installs of SMAPI)
- ran .bat again to no avail
- manual installed it, and it all works like normal (minus the .bat failing to do anything)
To Reproduce
Exact steps which reproduce the bug, if possible. For example:
- Run .bat
- Enter instructions (1 or 2)
- It finishes without changing anything in the install folder, but says it has completed the operation.

Can you delete the files you installed manually (so we can see what the installer is doing), run the installer again, and post a screenshot of the full window when it shows the green text at the end?
You have two copies of the game:
D:\Program Files\GOG Galaxy\Games\Stardew Valley
D:\GOG Galaxy\Games\Stardew Valley
The installer is updating the first one, and you're looking at the second one. I suggest deleting one of them to avoid confusion.
