Have the minimap addon fire an event on load that causes the datachron to load.

Expanding this ticket:

Current code for the Datachron is not working at all.
Several events are fired, and state is tracked in a global as well, which is not really good.

Suggestions:

• Implement the proper events and listeners
• refactor out the global
