Actionbars disappear while reloading in combat

Describe the bug

The actionbars disappear while reloading in combat. This was previously working.

To Reproduce
Steps to reproduce the behavior:

  1. Go into combat
  2. Type /reload or reload the UI
  3. Result: The actionbars disappear.

Expected behavior
Actionbars should be visible.
