Keybind fails to trigger action button when SHIFT is involved

Describe the bug
A clear and concise description of what the bug is.

To Reproduce
Steps to reproduce the behavior:

  1. keybind an action with a shift combination, i.e. CTRL+SHIFT+9
  2. Click on the keybind
  3. Intermittently fails. Sometimes pressing keybind combo twice will trigger the action

Expected behavior
A keybind should trigger the action immediately
