Describe the bug
During an in-combat state and the user opens the bag and drags and item, the empty grids should not be shown

To Reproduce
Steps to reproduce the behavior:

1. Uncheck "Show empty buttons on any frame"
2. Go to In-Combat state
3. While In-Combat state, open bag and drag and item
4. The empty grids for the actionbar frame are shown while dragging an item
