Provide Options for Frame Handle Mousover and Alpha Settings

Provide the following settings for the Frame Handle
- Mouseover - when checked, hides the the frame by default and only visible on mouseover
- Alpha Settings - provides a slider for the opacity of this frame

The Frame Handle is the portion of the UI located at the top of the action bar that allows the user to move the action bar frame (see image below).
