Refactor Vault tooltips

Issue:
The vault tooltips are bit over the place since Blizzard made some changes to the reward previews and delves.
I haven't caught up with the latest default strings and now the tooltips are all different.
Solution:
I'd like to streamline and refactor the tooltips a bit, so they share the same format:
Vault Progress: [Row name]
X [Threshold Type]: Locked/Tier (Reward ilvl+)
Y [Threshold Type]: Locked/Tier (Reward ilvl+)
Z [Threshold Type]: Locked/Tier (Reward ilvl+)
Threshold Types: Bosses/Dungeons/Activities
(Dungeons only: stats)
[Dungeon Type] runs this week: X
[Dungeon Type] runs this week: X
(Dungeons only: m+ list)
[Dungeon name]: Level (Reward ilvl+)
[Instruction on how to improve/unlock the vault row]
