[bug] single min level doesn't work for shields

There were 2 shields for 17 and 53 levels with block percent on AH.

Query 50/armor/shields returned empty set. (bug?)

Query 50/60/armor/shields/tooltip/% block worked just fine, returning the latter item.

the first one doesn't mean min level, it means exact level
