Both Azerite Tooltip and Chatter are preventing using the target frame's Set as Focus
and must be disabled before Set as Focus works.

This taint shouldn't be caused by AzeriteTooltip (even tho BugGrabber addon could say it is).
Have you tried disabling all addons except AT?
