Bags of other characters takes two reloads to commit to storage

Is there an existing issue for this?
- I have searched the existing open and closed issues.
Description
Items in bag and bank don't save when closing. It takes two log outs before bags are saved for others to see it, causing issues with item counters on other characters among other problems related.

Tested with only Bagnon
I got this issue with only Bagnon enabled

Open Bag,
Log out
Login another character
open bag
check other character bag from icon
see incorrect listed items
Last Working Version
Don't remember the last time it worked, this should never have been broken
