BT4 no longer is able to turn on action bars for visibility. Each Action Bar section is now missing the "Enabled" check box. Options for editing each aspect of the bar (Visibility, position, etc.) is visible, but there are no action bars visible to interact with as they cannot be enabled.

Confirmed on my friend's account as well, however, they were able to check "Enabled" for the Pet Action and Vehicle interact buttons only.
