When selecting a pre-baked theme, allow picking between "old" and "new" style themes. The old style themes are just SetBackdrop, the same as in previous addons.

The new style theme reads NineSliceLayouts for theme selections and applies that theme. BetterBags can inject into NineSliceLayouts and use NineSlicePanelTemplate for the base frame.
