since the introduction of translations, the order on the left side of the options menu appears to be alphabetically, that can make the order less coherent for some languages.
german for example: general > bank > custom categories > help > plugins > bag

Describe the implementation

a fixed order makes more sense - to group certain things (general > bag > bank > custom categories > etc)

that shouldn't be the case, it should be in static order. i'll check this.
