When I talk to the NPC to transmog, when it first opens up, all my saved sets (that show up if I disable the addon) aren't in the drop down at the top of the page. If I click the "Saved" tab they do show up there, but this behavior is inconsistent with how the addon used to work.

I had a similar issue which seemed to be resolved by disabling MogIt, though I have no idea why that fixed it.

Also, if you have a new character with no sets, there's no option to even create a set. Plus after adding a single saved set, it doesn't show up in the drop down either, I just have the ability to create a New Outfit. It seems like it's off by 1 (as when I have 3 saved sets, I see 2, etc). I tried disabling CanIMogIt, which had no effect. This is with 3.8.3.

Same problem here. Can't see anything in the dropdown part of the garderobe window.
