reinstalled several times (all latest verison), It shows every buff/debuff on my portrait icon for player/target frame, but it will not show Ice Barrier. I've tried upping the priority to max for the spell and nothing, it will show ice block or veins or again any buff/debuff besides that one. I see it working for other mages and it has in the past for me but at this point I have no idea why it isn't working.
