Inner frame not working as expected

When you select INNER as the anchor there are 2 bugs:

  1. Debuffs that usually go away in combat (like sated or the mythic + debuff) dont go away
  2. The size of debuffs doesnt change (dispellable CC, dispellable PvE, etc)
