Please see the pictures with my settings:

• it only shows 1 debuf/buff though I set 16
• doesnt take into account the icon size I set
• doesnt take into account the anchor - I tried all the other settings and it does not work

you can see the battle picture with the party frames having the SUF buffs on top and debuffs under.... Big Debufs only shows 1... sometimes it shows none

I have the same issue and managed to trace this back to the setting "Show player frame" in party on SUF..
Everything is offset by 1 and BG apparently does the index calculation wrong.
