Description

When entering Ulduar, in debug mode, the PRT addon fail to load.
The same when you enter a boss fight, with the correct IDs from classic client, does not activate the addon.

Reproduce

1: Enter raid in debug mode.
2: see bug report in chat.

Expected Behaviour

I expect to see PRT load, so that when we start an encounter, it will reckognize that we are inside ulduar and the current fight is active/combat start
