When changing into Druid Cat Form, it is sometimes best to change the shoulder offset right at the same time as the UPDATE_SHAPESHIFT_FORM event.

But sometimes this is not appropriate. Then starting a timer of 0.06 is the best option, even though this will lead to sometimes a slight left jerk and sometimes a slight right jerk. So it is really unpredictable.

I have not been able to identify a difference in the order of triggered events whenever the former or the latter is the case. So maybe adding an option checkbox into the settings to switch between the two is the best solution...
