I have the following options set (yes, I reloaded UI too)

Observed: The world map overlay (the resizable one that you can click/drag around) displays quests > my character's current level. For example, this character in the screenshot is level 15, but I see a level 56 quest on the map.

Expected: Given those options, I would expect all uncompleted quests, which have a minimum level to pick up the quest of less than or equal to the player's current level to be shown.
