I would like to be able to have tool tips disabled in combat, unless holding a modifier key such as 'alt' while mousing over the frame.

That would be a great addition!

I also noticed, that Debuff/Raid Indicator Tooltips are bugged. They do not show up, if Tooltips are enabled in General Tab while Aura is enabled in Debuff/Raid Indicator Settings.
