Cell frames getting stuck randomly in groups

Everything is currently just "frozen" after a boss fight in Cinderbrew Meadery in a follower dungeon. This happened during a delve earlier this week too where it was showing phantom debuffs and other frame mistakes.
For comparison, this is what my party frames are showing (using ZPerl for now until I can replace it with Cell completely):
We're out of combat, only class buffs, and the only debuff should be showing is Time Warp.
Currently using r242-Release on Retail.
Refreshing unit buttons by right-clicking the red button appeared to fix it.
Same here. Seems to also be the case for custom indicators. I have earth shield and water shield indicators and they either get stuck completely sometimes, or they show a wrong number (i.e. i have a talent to have 12 stacks of earth shield, and sometimes it still shows as if i would apply 12 stacks although in reality i only apply 9 after a talent swap).
