f4 Doesn't work 70% of the time (bound to Lay of Hands)

It works when not in a group. But once entering a party and possibly entering a dungeon f4 no longer works. outside the dungeon it seems to work spuradically. But for the most part cannot use f4 in a dungeon (which is my lay of hands spell).
