Describe the bug
Indoor maps are blank if you are indoors when doing a /reload, logging in, or zoning into an indoor instance.

To Reproduce
Simply use latest alpha and log in indoors or /reloadui while indoors. Minimap will have icons but no background/map image.

Expected behavior
Expect map image to be visible regardless of indoor/outdoor status.

WoW version
Retail/Shadowlands.

Additional context
Looks like the latest update was to change how indoors is determined. Needs to check at start and not only detect a change in indoor status (leaving and reentering a building makes the map show up as expected).
