My Arrow bag for my Hunter is displaying second. Is there a way to define the display order of bags? I would prefer to make it display on the bottom like the photo in your post.

The order of you bags is determined by your bag addon and the slots you put the bags in. Cleanup and SortBags have nothing to do with that.
